What is the Fast Stream?

It's a permanent Civil Service job combined with a structured development programme. Fast streamers join at Higher Executive Officer (HEO) grade and move through placements, usually over about three to three and a half years depending on the scheme. You can't choose your department or specific role. Schemes start in September or October of the year after you apply.

Fast Stream 2027: key dates

  • Applications open: midday 8 October 2026.
  • Applications close: midday 5 November 2026.
  • Online test results: the official site says these should be available in December 2026.
  • Start: September or October 2027.

Fast Stream salary

Fast streamers currently start on £31,554, with the potential to reach £45,000 to £55,000 after completing the programme (the Yorkshire and the Humber scheme quotes £45,000 to £62,000). See Civil Service salaries and grades.

Who can apply?

  • Degree: most schemes are open to graduates with a 2:2 degree or above, and many also to degree apprentices. Some analytical schemes ask for more. For example, the Government Economics Service needs a first or 2:1 in economics.
  • Existing civil servants can apply for several schemes without a degree, including Commercial, Digital, Finance, Government Policy, HR, Operational Delivery and Project Delivery.
  • Nationality: broadly UK, Irish and Commonwealth nationals with the right to work, and EU, EEA and Swiss nationals with settled or pre-settled status. Some schemes are open to British citizens only.
  • Visas: the official site says the current Fast Stream starting salary doesn't meet the minimum threshold for new Skilled Worker visa sponsorship.

The 18 Fast Stream schemes

You can apply for up to three:

  • Commercial
  • Cyber Security
  • Digital
  • Diplomatic and Development
  • Diplomatic and Development Economics
  • Finance
  • Government Economics Service
  • Government Operational Research Service
  • Government Policy
  • Government Social Research
  • Government Statistical Service
  • Human Resources
  • Operational Delivery

  • Yorkshire and the Humber

Yorkshire and the Humber is a new scheme, with posts in Leeds, York and Sheffield. The Houses of Parliament Graduate Scheme can be selected as a preference, but it isn't part of the Civil Service Fast Stream.

The selection stages

  1. Initial application and online tests: currently two untimed tests (work-based scenarios and a case study assessment), completed within 7 days.
  2. Additional information, for some schemes only.
  3. Fast Stream Assessment Centre: online, about half a day, with a written exercise, an oral briefing exercise and a personal development conversation.
  4. Final Selection Board, for most schemes (not Government Policy, Cyber Security or Digital).

The official guidance says you must not use AI tools while actually completing the tests and assessments, or your application may be withdrawn. See how Civil Service selection works.

Where will I work?

The Fast Stream offers postings across Great Britain, and occasionally overseas. You can state location preferences, and the official site says it tries to meet them where possible, but some fast streamers have to move. The government's stated ambition is for half of Fast Stream roles to be based outside London by 2030. The Diplomatic schemes are based in London and East Kilbride before an overseas posting, and the Yorkshire and the Humber scheme is mainly in Leeds, York and Sheffield.

Northern Ireland isn't part of the Fast Stream: the Northern Ireland Civil Service runs its own graduate programme.

How competitive is the Fast Stream?

Very. For the 2026 intake, official figures show 654 vacancies and 69,046 first-preference applications, with 703 people recommended for appointment: about 1 in 100 first-preference applications. Government Policy is the largest scheme, with 201 vacancies.

Is there an HMRC, DWP or FCDO fast stream?

  • FCDO: yes, through the Fast Stream itself. The Diplomatic and Development scheme and the Diplomatic and Development Economics scheme lead to permanent jobs at the Foreign, Commonwealth and Development Office. Both are open to British citizens only.
  • HMRC: there's no HMRC scheme in the Fast Stream, but HMRC runs its own Tax Specialist Programme, advertised on Civil Service Jobs. For the 2027 cohort it's open from 9 to 26 October 2026, with a starting salary of at least £37,682 (£42,631 in London).
  • DWP: there's no separate DWP fast stream. DWP takes fast streamers on placement, and also recruits through apprenticeships and internships.

Fast Stream login

Applications are made through the official Fast Stream site on Civil Service Careers, which links to the application system when the window is open. If you've been invited to the assessment centre, you'll get your own candidate details and login. We're an independent site and can't access applications, so start from the official Fast Stream site.

The Summer Internship Programme

The Summer Internship Programme is an 8-week paid internship, at £475 a week, for undergraduates in their final two years of university, with a 2:2 or higher, from a lower socio-economic background. Interns take the same online tests as Fast Stream applicants, and the programme includes a "Fast Pass" into Fast Stream selection.

Dates and details change every year

Scheme lists, salaries, eligibility and deadlines are reviewed each year, so always check the official Fast Stream site before applying.
